The "Smart Electronic Chip Development Plan" was directed by the Ministry of Economic Development Administration, and hosted by the National Sun Yat-sen University South Promotion Industry Development Research Center (simplified as Zhongshan Development) and the Electric Power Association. The "From Design to Application, Cross-domain Creation, AI Driven Semiconductor Industry Evolution Forum" was held on July 31. It specially invited Zhongshan Development and ELSA Speak, Sibo Technology, Qijing Optoelectronics, 104 Human Resources Bank and the National Institute of Integral Circuit Design, etc. jointly explored how AI can earn energy innovation and drive organizational transformation. The "Smart Electronic Chip Development Plan" aims to promote the implementation of IC design in the south, create a complete industrial settlement, and promote enterprise development. By integrating talent, academic resources and industry energy, we will establish a complete link from R&D to application to create the best industrial settlement environment for enterprises. We hope to use this to gather IC design energy at home and abroad, strengthen the competition of southern semiconductors, and drive industrial innovation and regional economic growth.

The survey pointed out that AI enterprise training provides a personalized learning path, which can greatly improve employee production capacity and achieve a growth rate of up to 57%. ELSA invested by Google Gradient Ventures uses AI, voice recognition technology and in-depth learning to create a set of ultra-personal solutions focused on language training. Global ICT service provider FPT Software, Henan Branch of Vietnam and Tyme Group, Singapore's multinational digital banking group, both invested ELSA courses for employees. In his speech, he provided several suggestions, including the industrial talent flow and local development, and should pay attention to local industry upgrades and talent return; before mass production, we should fully consider testing interface design and reliability verification; high-speed AI chip design needs to synchronously integrate packaging, heat management and signal integrity; promote automatic report generation to improve design and verification efficiency; make good use of AI aid tools to improve engineering design and problem solving efficiency.

Xie Dongyou, professor and director of the Institute of Organic Circuit Design at National Sun Yat-sen University, said that when talking about Taiwanese semiconductors in the past, the first thing he would think of bamboo science and manufacturing. But as we enter the AI era, IC design, system integration, and cross-domain innovation are quickly becoming the new core of competition, and the South is standing at this key point of transformation. Although the south is currently short of challenges such as the headquarters/points of large IC design companies, incomplete layout of EDA/IP suppliers, insufficient supply of IC design professional talents, insufficient production linkage, etc., it lacks opportunities for a complete EDA cloud platform and test-volume testing facilities, and the use of the most advanced chip Tape-Out resources in the academic world. President Xie Dongyou said that the southern IC design settlement is in the golden start period, which will be the key to the growth of Taiwan's semiconductor industry in the next twenty years.
