With Taiwan Electric Power Factory and Yingfei Ling's chip factory, Dresden, Germany has recently invested a large number of foreign workers and technical manpower, and short-term accommodation demand has surged. Some local landlords have been transferred to temporary workers' dormitories, and the rooms have been booked until the end of the year, which has also brought the issue of supply, demand and use regulations of urban residential housing.

35-year-old insurance and financial consultant Jürgen Brandt has invested in real estate in Dresden since 2012, and has been transferred to temporary workers' dormitories in recent years.

He bought a house in the south of Dresden, invested about 100,000 euros (about NT$3.4 million) to renovate it, and converted it into 8 double rooms, equipped with refrigerators, Internet and barbecue areas and other facilities, providing short-term rental.

Brandt said when interviewed by Sächsische Zeitung that each bed costs 25 Euro per night (about NT$850) and a cleaning fee is charged. It has been booked to the end of the year, and demand has increased significantly.

He owns about 70 apartments in Delesden and the surrounding area. He was originally rented out to ordinary tenants. In the past two years, he has been redirecting to short-term rentals and has searched for customers through platforms such as Booking.com. He pointed out that this type of short-term accommodation is mostly rented by contractors at the construction site, and most of the occupants are foreign workers from Poland and other places.

Brandt said that the chip industry construction site in the north of Dresden, including the new European Semiconductor Manufacturing Company (ESMC) factory of Taiwan Electric and European Union, as well as the expansion project of German semiconductor manufacturer Yingfeiling, has attracted a large number of workers to join in and brought workers to the demand for dormitories to grow.

Not only workers' dormitories, but also the short-term rental market for travel has continued to expand. According to the Dressden City Council Statistics, there are currently about 2,100 short-term rentals registered for sightseeing purposes in the local area.

With the increase in the proportion of short-term rentals, the phenomenon of leverage rentals in big cities such as Berlin has also appeared in Deles: local residents have difficulty finding long-term rental houses, and there are many empty houses that are only for visitors to spend the night and are not used by others.

In Sachsen, where Dresden is located, the Congress passed a bill last year that authorized cities to consider the housing market and enact a ban on changes in residential use.

According to regulations, if the residence is for short-term rental for more than 12 weeks each year, it means that the purpose is changed. Special permission must be applied, otherwise it may be punished or required to restore the original purpose.

Short-term rental businessman Marek pointed out that the purpose of viewing and business-oriented short-term rental needs should be divided. He said that most of his tenants are learners who come to Dresden to teach, or cleansing and caregivers from South America. When they first arrived in Germany, they needed to fall back and forth, so they could not sign a long-term lease immediately.

It is reported that at least 500 Taiwanese electrical engineers will enter the Delhi Dent factory area from next year. In addition to factory workers, the long-term accommodation needs of technical personnel and family members may also bring considerable challenges to the local housing rental market.
